Reloading agent isn't activated by default if there are command line arguments

      Description

      Reloading agent isn't activated by default if there are command line arguments.

      For example:

      grails -plain-output
      

      doesn't activate the agent.

      It's a bug in the startGrails script.

          Possibly related is that the -reloading flag must be the first argument given or it will be ignored.

          So running "grails -reloading -plain-output" will set the AGENT in startGrails but running "grails -plain-output -reloading" will not.

          This is because the loop processing the command line args breaks when it sees "-*" so any other argument will be ignored.

          Not sure if this is causing the above problem, but it seems very related.
